值此中国传统新年牛年到来之际，孔子学院总部全体工作人员谨向您致以诚挚的节日问候！
在已经过去的2008年中，我们共同开创孔子学院的事业，一道经历创业和发展的艰辛，体验成功的喜悦。随着2009年的到来，孔子学院也站在了新的起点上。我们愿意就今年的工作与大家共同商议：
1、春节将至，希望大家过一个丰富多彩、有意义的春节。各孔子学院可以结合本地情况，组织各种春节联欢活动。
2、研究考虑本学院的长期发展目标，着手制定本学院2009-2012年中期发展规划。请您将您的设想3月中旬发给我们，以便纳入总部中长期发展规划中。
3、2009年恰逢中华人民共和国成立60周年。孔子学院可在计划中考虑组织相关庆贺活动。
4、为了尽快审核拨付年度项目经费，请尚未提交2009年工作计划和预算的孔子学院抓紧制定，并请在2月底前提交到总部。在制定工作计划的时候，请重点考虑加强本土汉语教师培训和培养、编写适应本地情况的汉语教材及课件等。
牛，在中国文化传统里既是辛勤劳动的代表，也象征丰硕的收成。在牛年里，总部将竭诚为每所孔子学院提供最大的支持。

Dear CI Directors:

At the advent of the traditional Chinese New Year (“Niu” Year—the Year of Ox), the entire staff at the Confucius Institute Headquarters would like to avail ourselves of this particular chance to extend our most cordial greetings to each of you!

Over the elapsed year of 2008, with our joint efforts we have been forging the Confucius Institutes ahead; we have, together with each other, savored the bitterness of venture as well as the bliss of victory. The year of 2009 is already at doorway, and Confucius Institute now stands at a critical new starting line. We hereby wish to invite deliberations and discussions from all of you on the work of 2009:

(i). Each Confucius Institute may, in consideration of different local circumstances, organize varied celebrations for the Spring Festival.

(ii). Study and think about a long-term development objective of your CI; start to formulate a mid-term development plan for 2009-2012. And please send us your plan before mid March, 2009. Thus, the Headquarters may incorporate each single plan into its overall mid-long-term development plan.

(iii). The year of 2009 concurs with the 60th anniversary of the founding of the People’s Republic of China. Each CI may consider organizing related celebrations in its work plan for 2009.

(iv). In order to accelerate the approval and allocation of annual project funds, please, for those who have not done so yet, do submit the  2009 work plan and budget for your CI by the end of February. When formulating the work plans, please bear in mind and give more weight to the following aspects: training of local Chinese language teachers, compiling of Chinese language textbooks and courseware that meet local demands.

Ox, in Chinese cultural tradition, symbolizes hard work and bountiful harvest. In the year of Ox, it is assured that the Headquarters will continue to offer maximum support for each Confucius Institute.
